Market-Based Approaches to Pollution Control in the Lake Taupo Catchment in New Zealand

چکیده
There are at least five general reasons why market-based policies fail to address some of the most basic environmental objectives. This study evaluates the available biophysical and economic data against these criteria and concludes that marketbased approaches should be employed cautiously in pollution control under the present system and the available technology for farming in the lake area. The most effective market-based instrument to control pollution, in this case, seems to be negative incentives, as the public net cost of farming is extremely higher than the private net benefits. However, the intensity of taxes that would be effective in this regard would definitely results negative net farm benefits. The principle alternative, emission trading, would be effective with a highly regulated system given longterm political willingness to address the problem effectively.

New nitrogen mitigation technologies for evaluation in the Lake Taupo catchment
Planned implementation of a nitrogen (N) “cap” on land in the Lake Taupo catchment has led to the need for a range of N mitigation options for pastoral farmers to increase profitability while farming within the N cap. A multi-disciplinary research programme has focused on the potential of targeting different parts of the N cycle to increase N efficiency and reduce N leaching losses. A range of ...
متن کاملMonitoring land use change in the Lake Taupo catchment between 1975, 1990 and 2002 using satellite remote sensing data
Conversion of native vegetation into farmed grassland in the Lake Taupo catchment commenced in the late 1950s. The lake’s iconic value is being threatened by the slow decline in lake water quality that has become apparent since the 1970s. This decline is due to increased nitrogen (N) leaching from the catchment, with 95% of the ‘manageable’ leached N estimated to be sourced from livestock farms...
متن کاملRelationships between spectral optical properties and optically active substances in a clear oligotrophic lake
[1] The absorption and scattering coefficients in the euphotic zone of oligotrophic Lake Taupo, New Zealand, were measured at 19 stations across the 620 km lake in late fall during the period of mixed layer deepening and development of the annual phytoplankton maximum. These coefficients were subsequently related to the water content of colored dissolved organic matter (CDOM), phytoplankton, an...
متن کاملCyclists' attitudes toward policies encouraging bicycle travel: findings from the Taupo Bicycle Study in New Zealand.
Utility cycling provides substantial health, environmental and economic benefits. Despite a favourable trend in leisure-time cycling, cycling is infrequently used for everyday travel needs in New Zealand. This study investigated cyclists' attitudes toward environmental and policy measures that would encourage them to cycle more, particularly for a trip to work. A cross-sectional analysis was un...
متن کاملReducing nitrate leaching losses from a Taupo pumice soil using a nitrification inhibitor eco-n
The decline in water quality in Lake Taupo has been attributed to nitrogen (N) leaching from surrounding land areas. Pastoral agriculture has been identified as a significant contributor to this N transfer to the lake through animal urine deposition. There is therefore an immediate need for new management options to reduce N losses. The objective of this study was to measure the effectiveness o...
